Aguilar returned to Washington to support the passage of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, a $2 trillion stimulus bill to provide immediate relief to working Americans, small businesses and families affected by the coronavirus crisis. The bill establishes direct payments of up to $1,200 for most Americans, provides $350 billion in relief to small business owners, expands unemployment insurance benefits for affected workers, supplies approximately $200 billion to hospitals and health care providers, and grants $150 billion to state and local governments for emergency response.

The House passed the Families First Coronavirus Response Act, legislation designed to help the American people combat the spread of COVID-19, the disease associated with coronavirus. The bill guarantees two weeks of paid sick leave for those affected by the virus; allows up to three months of paid family and sick leave; strengthens unemployment programs for those who lose work; and makes testing free for everyone, including those without health insurance. To provide state and local governments with the resources they need to provide adequate care, the bill increases funds for Medicaid. It also strengthens food security initiatives such as SNAP, and food programs for seniors and food banks to help address food insecurities created by closures.

In a bipartisan vote, the House of Representatives passed H.R. 6074, an emergency funding bill to provide $8.3 billion in new funding to help contain and prevent the spread of Coronavirus. The bill provides funding for vaccine research, support for state and local health agencies, and low-interest loans for small businesses affected by the crisis.

During a House Appropriations Committee Homeland Security Subcommittee hearing, Rep. Pete Aguilar questioned Acting Secretary of the Department of Homeland Security (DHS) Chad Wolf about the Trump Administration’s Migrant Protection Protocols (MPP) policy, otherwise known as the “Remain in Mexico” policy. Recent reports from organizations like Human Rights First and Doctors Without Borders show that MPP subjects refugees and asylum seekers to dangerous conditions as they wait in Mexico to have their asylum cases processed. As a result, these migrants face violent crimes such as rape, murder and kidnapping at alarming rates.

Rep. Aguilar announced that San Bernardino County will receive $9,991,391 in federal funding through the Department of Housing and Urban Development (HUD) Continuum of Care (CoC) program. The CoC Program is a federal initiative to end homelessness by empowering communities to provide housing resources and address root causes of homelessness. The latest round of CoC grants provided funding for 19 programs within San Bernardino County, including programs to help provide housing for homeless veterans, homeless families with children, and county residents living with HIV/AIDS.

Pete Aguilar introduced H.R. 625, the Reporting Efficiently to Proper Officials in Response to Terrorism (REPORT) Act, which creates a legal requirement that the Secretary of Homeland Security, in coordination with the United States Attorney General, the Director of the Federal Bureau of Investigation, and the head of the National Counterterrorism Center, submit a report to Congress when an incident of terrorism occurs in the United States. Currently, the Department of Homeland Security (DHS) is not required by law to complete a coordinated report after an act of domestic terrorism.
