Community Project Funding

The U.S. House of Representatives will consider Community Project Funding (CPF) requests in the Fiscal Year (FY) 2025 appropriations process. Rep. Pete Aguilar has submitted funding requests for important community projects in California’s 33rd Congressional District to the House Appropriations Committee.

The House Appropriations Committee has issued guidance for the FY25 Community Project Funding process. Our office’s guidebook is available here.

Each Representative may request funding for up to 15 projects in their community for Fiscal Year 2025 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. The funding a project receives can only be used during one fiscal year (October 1, 2024 – September 30, 2025).

The form for requesting FY25 CPF project funding is available here and the deadline is Sunday, April 28th at 11:59pm PT. After submitting the CPF form, please email RepAguilar.Appropriations@mail.house.gov the supplementary questions for the account you submitted your project under.

City of Highland – 27215 Base Line St, Highland, CA 92346SR-210 at 5th Street Interchange Improvements$3,000,000The funding would be used for improvements to State Route 210 and 5th Street. The project is an appropriate use of taxpayer funds because the interchange at State Route 210 and 5th Street is a major interchange within the City of Highland, providing access to the southern part of the city, to the San Bernardino International Airport and to the City of San Bernardino from SR-210. It is also a major access point to the Amazon Air facility located at the San Bernardino Airport. Because of major growth near the airport, these improvements are needed to ensure traffic flow and access to SR-210 from 5th Street.View Letter Here
City of Rancho Cucamonga – 10500 Civic Center Drive, Rancho Cucamonga, CA 91730Advanced Traffic Management System (ATMS)$1,000,000The funding would be used to continue an ongoing project that creates a citywide traffic communication network, integrating technology to improve vehicle traffic and increase safety. The project is an appropriate use of taxpayer funds because it improves the efficiency of traffic signals, reduces traffic and improves the quality of life for residents and visitors to the city.View Letter Here
City of Rialto – 150 S. Palm Avenue, Rialto, CA 92376I-10/Riverside Avenue Freight Improvement Project$3,000,000The funding would be used to extend the existing two northbound left turn lanes on the Unions Pacific Railroad (UPRR) overcrossing as well as provide for a continuous sidewalk on Riverside Avenue from Interstate 10 (I/10) to Slover Avenue. The project is an appropriate use of taxpayer funds because the project will provide transportation improvements to reduce traffic congestion associated with regional and local trip increases, safety concern, and improve mobility and accessibility throughout the City.View Letter Here
City of San Bernardino – 290 North D Street, San Bernardino, CA 92401Nicholson Community Center Restoration$2,000,000The funding would be used for renovation and restoration of the Nicholson Community Center in west San Bernardino. The project is an appropriate use of taxpayer funds because this intergenerational community center, when completed, will serve a diverse, low-income area of San Bernardino and Rialto with high criminal activity with a facility.View Letter Here
City of San Bernardino – 290 North D Street, San Bernardino, CA 92401Safety Camera Project$1,500,000The funding would be used to install surveillance cameras in downtown San Bernardino and high-crime locations in the city to prevent and reduce criminal activity. The project is an appropriate use of taxpayer funds because it will support law enforcement and in enhancing their efforts to reduce violence crime to protect and support the safety and success of residents and local businesses. Girl Scouts of San Gorgonio Council – 1751 Plum Lane, Redlands, CA 92374Skyland Ranch Project$875,424The funding would be used for improvements to their Skyland Ranch Camp facilities. Housing Authority of the County of San Bernardino – 715 E. Brier Drive, San Bernardino, CAArrowhead Grove Community Resource Center$5,000,000The funding would be used for facility improvements and construction of the Arrowhead Grove Community Resource Center. Neighborhood Partnership Housing Services, Inc. – 9551 Pittsburgh Ave., Rancho Cucamonga, CA 91730Affordable Housing Development and Preservation Program$2,000,000The funding would be used to preserve existing multi-family units in the City of San Bernardino and acquire more property to develop more affordable housing. Omnitrans – 1700 W Fifth St, San Bernardino, CA 92411Battery Electric Buses and Design of On-Route Charging Infrastructure$2,601,036The funding would be used to purchase three zero emission electric busses to operate out of the maintenance facility in San Bernardino and develop engineering design plans for on-route electric charging stations throughout San Bernardino. The Blessing Center, Inc. – 1157 Judson St., Redlands, CA 92375Hannah’s Village$2,500,000The funding would be used for capital improvement of The Blessing Center Inc.’s current transitional housing program by adding 6 new high quality manufactured housing units (factory-built) of 4 bedrooms each, 1 additional unit for our on-site Resident Manager, and 2 modular units for use as on-site day care for dependent children and multi-purpose meeting space for Village community gatherings and counseling rooms. West Valley Water District – 855 W. Baseline Rd, Rialto, CA 92377Bunker Hills Wells$3,000,000The funding would be used for equipping two new groundwater production wells, storage tank, booster pump station and pipelines to transport the needed water supply to the various agencies. SAC Health SystemIncreasing Access to Healthcare Program$375,000The funding will increase health center access to low-income residents of San Bernardino County through the use of mobile healthcare.
